Designed to cover up the exposed area behind the seat. Also gives a little extra comfort for your passengers too. The hook and loop straps are here to secure the wiring. Very hard to find something like this when you relocate the Tour Pack on a Harley. This is a quality made product that does the job extremely well but over priced in my opinion plus should come with the required LONGER mounting bolts for the price. Fits really nice on my 2019 Tri Glide with a 2" setback and could fill the seat to Tour Pack opening with a 3-4" setback if needed. Glad to have finally found this but make sure you buy longer bolts before trying to install it.
